Human resources refers to the individual and collective health, knowledge and skills of people in a community that enables them to utilize existing resources to meet daily livelihood needs as well as to plan, implement and monitor development actions and processes at all times, including on a daily basis, pre and post disasters and in a changing environment and climate in the long term. However, the number of ‘capable’ people relative to accessible resources within a community also determines resilience and so demography and mobility are critical factors. The human resources of a community are therefore assessed according to their health, skills and education levels.
