THE KIVA DATABASE DATA INTERFACES

The pages under this menu provides a set of data interfaces for the Kiribati Integrated Vulnerability Assessment data. The pages can be accessed by the Kiribati National Expert Group on climate change and disaster risk management (KNEG) and partners . They will help KNEG to build an understanding of vulnerabilities and adaptation context on all islands of Kiribati, as well as inform sectoral and national adaptation planning processes.

National IVA Dashboards

This section provides data analysis and visualisation dashboards for the Kiribati Integrated Vulnerability Assessment. The Dashboards can be accessed by the Kiribati National Expert Group for Climate Change and Disaster Risk Management (KNEG) and partners. They will help KNEG to build an understanding of vulnerabilities and adaptation context on all islands of Kiribati, as well as inform sectoral and national adaptation planning processes.

Dashboard #1: Top 5 vulnerability issues

This dashboard shows data on the top 5 issues (stage #5 of the IVA) in a location and/or group in the national context with key sub-sector sector, group, ranking, and location information.
This dashboard aims to answer the question: What are the top vulnerability issues for a selected location/group and how common is this nationally?

Definitions and guidance
ISSUE RANK: This is rank given by IVA participants, 1 to 5 (1 = most important – 5 = 5th most important).
SUB-SECTOR: the sector and asset combination that this vulnerability issue falls into.
% REPORTED: The percentage of all groups nation-wide who report this issue (Step #6 of IVA - see below under 'Background to the IVA Survey').

BACKGROUND TO THE IVA SURVEY AND DATA

Kiribati's Integrated Vulnerability and Adaptation Assessment (KIVA) is a key instrument to identify and prepare a nation and its people to the risks posed by climate change and disaster.

​The IVA recognises that climate change and non-climate change factors should be assessed in a multi-sectoral vulnerabilities framework. It focuses the assessment of exposure, sensitivities and adaptive capacity within a sustainable livelihoods framework. ​This focuses on people’s access to natural, infrastructural, human, finance resources to support their livelihood needs and the institutional structures and processes that influence resource access and use.

Integrated Vulnerability Assessment data is a powerful tool in understanding vulnerabilities at a the level of village, island, and national level. The use of vulnerability data should be a key part of climate change vulnerability assessment to accurately inform adaptation planning, and decision making.

IVA Framework

KIVA Methodology

The Kiribati Integrated Vulnerability Assessment is undertaken using a participatory rapid appraisal (PRA) methodology that has been administered by the Kiribati Climate Change Unit and the Kiribati National Statistics Office with the support of the other key KNEG agencies and development partners since 2016. The survey has been undertaken on outer islands on a priority basis and as resources become available since that time. The survey is best undertaken with focus groups which have a multi-stage issue identification, description and prioritisation approach as per the 6 steps below. The survey is undertaken on tablet-based software, Fulcrum, and uploaded into the KIVA Database and visualised through these dashboards.

The scoring of each component is assessed qualitatively by identified key informants from the community and trained IVA assessors. The assessment tools include focus group discussions, field walk, documentation review and risk mapping.

IVA Data Collection Instrument

The IVA relies on a detailed set of pre-defined vulnerability ‘issues’ (approximately 650) that form a checklist of possible climate change vulnerability issues present in a village. These issues are organised into sectors (or Human Security Objectives) and livelihood assets, which combined form 40 ‘sub-sectors’. These ‘issues’ have been initially developed through intensive national engagement with the Kiribati National Expert Group on Climate Change and Disaster Risk Management (KNEG). These issues provide a focus for deliberations in focus groups and form the basis of the steps listed above.
